User wants to have that Excel spreadsheet be password-protected, shared to his users with read-only permission & him be the only one who can edit it. To figure out why this is happening, it is necessary to understand how Microsoft handles the 'naming' of who has a workbook open in Excel. Kim wonders why this would be happening all of a sudden. I'm thinking that Office Apps are having a hard time syncing the changes made by the user because of the password that was set to the file. Now Excel just says the same, never-changing person has it open, even when it is someone else who has it open. Tried downloading a copy of the Excel spreadsheet, removed the password & have it uploaded back to OneDrive. If it is not in use, quit all instances of Word, and then remove the owner file.

I did also notice that Preview in the Wizard is in itself generating these lock files as you switch from one file to the next, and the lock files don't seem to go away while the Wizard is running. When a user on the network opens the file in Excel, the file is locked for editing - this is the expected behavior. Now, the Wizard never comes up, and the lock problem has not resurfaced since. Then when attempt to Open that file, the Open fails with the lock message. When I selected one of the files I had edited before, a "Preview" shows up. By default, it brings up this "Wizard" which allows you to either create a blank presentation, open a template, or select files you have edited before. My issue was with the "Impress" Presentation program.
